The Office of the Assistant Legal Adviser for International Claims and Investment Disputes (L/CID) is the largest office in the Department of State’s Office of the Legal Adviser. It represents the United States and coordinates activities within and outside the Department with respect to all aspects of international claims and investment disputes. In April 2001, the Office was the recipient of the award of the American Bar Association’s Section of International Law and Practice for “Outstanding Performance by an International Law Office in a Government or International Organization.”

USMCA Investor-State Arbitrations: International investment disputes between North American investors and the governments of Mexico, the United States or, in certain circumstances, Canada, arbitrated under Chapter 14 of the USMCA, including the defense of claims against the United States.

NAFTA Investor-State Arbitrations: International investment disputes between North American investors and the governments of Canada, Mexico or the United States arbitrated under Chapter 11 of the NAFTA, including the defense of claims against the United States.

CAFTA-DR Investor-State Arbitrations: International investment disputes between investors and the governments of Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua, or the United States arbitrated under Chapter 10 of the CAFTA-DR, including the defense of claims against the United States.

U.S.-Chile FTA Investor-State Arbitrations: International investment disputes between investors and the governments of either the United States or Chile arbitrated under Chapter 10 of the U.S.-Chile FTA, including the defense of claims against the United States.

U.S.-Colombia TPA Investor-State Arbitrations: International investment disputes between investors and the governments of either the United States or Colombia arbitrated under Chapter 10 of the U.S.-Colombia TPA, including the defense of claims against the United States.

U.S.-Korea FTA Investor-State Arbitrations: International investment disputes between investors and the governments of either the United States or Korea arbitrated under Chapter 10 of the U.S.-Korea FTA, including the defense of claims against the United States.

U.S.-Morocco FTA Investor-State Arbitrations: International investment disputes between investors and the governments of either the United States or Morocco arbitrated under Chapter 10 of the U.S.-Morocco FTA, including the defense of claims against the United States.

U.S.-Oman FTA Investor-State Arbitrations: International investment disputes between investors and the governments of either the United States or Oman arbitrated under Chapter 10 of the U.S.-Oman FTA, including the defense of claims against the United States.

U.S.-Panama TPA Investor-State Arbitrations: International investment disputes between investors and the governments of either the United States or Panama arbitrated under Chapter 10 of the U.S.-Panama TPA, including the defense of claims against the United States.

U.S.-Peru TPA Investor-State Arbitrations: International investment disputes between investors and the governments of either the United States or Peru arbitrated under Chapter 10 of the U.S.-Peru TPA, including the defense of claims against the United States.

Bilateral Investment and Other Bilateral Claims: Claims under international law by the United States and U.S. nationals against foreign governments and by foreign nationals and governments against the United States, including wrongful expropriation and other international property and other disputes.

Belgium Claims: Claims in regards to payments from the Department of State in connection to Overseas Social Security Pension.

Tort Claims: Claims against the Department of State under the Federal Tort Claims Act.

Iran Claims: Claims pending before the Iran-United States Claims Tribunal in The Hague and associated litigation in the United States.

Certain Iranian Assets: Case brought by Iran against the United States, pending before the International Court of Justice in The Hague.

Iraq Claims: Claims of U.S. individuals, companies and government agencies pending before the United Nations Compensation Commission (“UNCC”), including the processing of award payments and developing positions on issues before the UNCC’s Governing Council.
