Promoting Stability and Security in Cyberspace

We advocate for adherence to the framework of responsible state behavior in cyberspace.

In collaboration with colleagues across the federal government, we produced recommendations on protecting America’s cyber interests  through international engagement and on deterring adversaries and better protecting the American people from cyber threats.  Through these efforts, we work to ensure that the Internet and other connected technologies remain valuable and viable tools for future generations.

Advancing the Digital Economy

We enable a connected, innovative, and secure digital economy.

We promote competitive and secure networks, including 5G, and protect telecom services and infrastructure through licensing, sanctions enforcement, and supply chain security. We support a multi-stakeholder approach to Internet governance, international technical standards that promote an innovative digital economy and the trustworthy use of related emerging technologies. We encourage cross-border data flows that allow for the protection of privacy and personal data. CDP partners with U.S. businesses, civil society, and foreign governments and promotes U.S. leadership on digital issues in multilateral institutions to achieve these goals.

Advancing Digital Freedom

We support a vision of our open digital future rooted in enduring U.S. values.

We work to advance a vision for digital democracy that supports enduring values, including by working to ensure that cyberspace and digital policy are anchored in democratic principles, openness, and human rights. We defend against efforts to legitimize and adopt repressive and authoritarian practices in cyberspace.  In partnership and coordination with others at the Department, the U.S. government, in foreign governments, and the broader multistakeholder community, we work to build an open digital future where all people can thrive.

Building Digital Connectivity and Global Cyber Capacity

We use foreign assistance funding to strengthen our international partnerships, promote rights-respecting best practices, and defend the stability of cyberspace.

We lead the Department of State’s cyber capacity building efforts and co-chair the Digital Connectivity and Cybersecurity Partnership (DCCP), a whole-of-government initiative that aims to improve partner countries’ digital connectivity and expand opportunities for U.S. technology exports.
