Protocol to the Antarctic Treaty of December 1, 1959; signed at Madrid October 4, 1991, with annexes; and with an additional annex; adopted at Bonn October 17, 1991; transmitted by the President of the United States of America to the Senate February 18, 1992 (Treaty Doc. 102-22, 102d Congress, 2d Session); reported favorably by the Senate Committee on Foreign Relations June 11, 1992 (Senate Executive Report No. 102-54, 102d Congress, 2d Session); Advice and consent to ratification by the Senate October 7, 1992; Ratified by the President December 4, 1992; Ratification deposited April 17, 1997; entered into force January 14, 1998.  Additional annex entered into force May 24, 2002. And proces-verbal of rectification to the protocol.
