Under the BWC’s Article V, States Parties undertake to consult one another and cooperate in solving any problems which may arise in relation to the objective or application of the BWC.  As part of this, any States Party can request a formal consultative meeting of States Parties to consider any problems and suggest ways and means for further clarifying matters considered ambiguous or unresolved.  Requests for convening a consultative meeting are addressed to the BWC’s three Depositaries (the United States, United Kingdom, and Russian Federation), who inform States Parties of the request and convene within 30 days an informal meeting of States Parties to discuss the arrangements for the formal consultative meeting, which is convened within 60 days of receipt of the request.
