Dr. Ayan H. Ahmed Noor is the Principal Deputy Chief Medical Officer for the U.S. Department of State’s Bureau of Medical Services (MED) – the functional equivalent of a Principal Deputy Assistant Secretary (PDAS) of State. Dr. Noor is a board-certified emergency medicine physician. She joined the U.S. Department of State in 2010 and served as a Regional Medical Officer (RMO) in Riyadh, followed by Islamabad, New Delhi, and Nairobi. Prior to assuming the PDAS position, Dr. Noor served as a Regional Medical Manager (RMM) in Dubai, where she oversaw 26 posts in the Middle East (known as Near Eastern Affairs or NEA within the Department) and South and Central Asia (SCA). Dr. Noor served as the RMM for NEA and SCA when the position was in Doha, Qatar. 

Dr. Noor graduated from the University of Rochester medical school in 1998 and completed her residency in emergency medicine at the University of Connecticut in 2001. She worked as an emergency medicine physician at Johns Hopkins Hospital from 2001-2006, during which time she also earned a Master of Public Health at Johns Hopkins University. Later, Dr. Noor worked as emergency room doctor at hospitals in Howard County and Prince Williams County. She also worked in maternal and child health as part of international disaster relief efforts in post-conflict countries such as Afghanistan, Democratic Republic of Congo, Liberia, and South Sudan.
