Dr. Hillary H. Carter

Hillary H. Carter, PhD, serves as the Acting Principal Deputy Coordinator for Global Health Security and Diplomacy, where she leads the outbreak response, health security, and health diplomacy functions. Hillary previously served as the Deputy Senior Director for Global Health Security and Biodefense at the White House National Security Council (NSC) where she drove policy actions to strengthen global health security, respond to infectious disease threats, and counter biological weapons. Immediately prior to joining the NSC, Hillary served as the Deputy Assistant Secretary (Acting) in the Department of Homeland Security’s Countering Weapons of Mass Destruction Office. In this role, she led a team to develop strategy, policy, and plans to counter chemical, biological, radiological, and nuclear threats. During a previous NSC tour, Hillary served as the Director for Countering Biological Threats, where she led the development of the 2019 Global Health Security Strategy and the 2018 National Biodefense Strategy and advanced the Global Health Security Agenda. Hillary started her government career at the State Department as an American Association for the Advancement of Science fellow and served in the Bureau of International Security and Nonproliferation where she managed multi-million-dollar programs to strengthen global biosecurity. Hillary holds a Ph.D. in cell and developmental biology from Vanderbilt University.
