Joshua Harris

On July 18, 2022, Joshua Harris began his assignment as Deputy Assistant Secretary of State in the U.S. Department of State’s Bureau of Near Eastern Affairs, with responsibility for Algeria, Egypt, Libya, Morocco, and Tunisia. He is a career member of the Senior Foreign Service. Mr. Harris served as Director for North African Affairs at the National Security Council in 2021-2022, coordinating the development and implementation of U.S. policies toward the Maghreb region. He served as Deputy Chief of Mission, and frequently Chargé d’affaires, at U.S. Embassy Tripoli, Libya and the Libya External Office in Tunis, Tunisia from 2019 to 2021. Previously, Mr. Harris served as Acting Deputy Assistant Secretary of State and Director of the Office of Maghreb Affairs in the Department’s Bureau of Near Eastern Affairs. He also served as the Policy Director to the Special Presidential Envoy for the Global Coalition to Defeat the Islamic State of Iraq and Syria (ISIS) and the Director for Iraq at the National Security Council. His other overseas assignments have included Ljubljana, Slovenia; Baghdad, Iraq; Tripoli, Libya; and Zagreb, Croatia. Mr. Harris is a graduate of the Edmund A. Walsh School of Foreign Service at Georgetown University and the London School of Economics and Political Science. He speaks Arabic, Croatian, French, Italian, Polish, and Slovenian.
