Keith Hanigan

Keith Hanigan is the Deputy Assistant Secretary of the Directorate of Operations, Bureau of Administration (A/OPR), responsible for a broad range of technical and operational support services for the Department both domestically and abroad. A/OPR manages the Department’s domestic real property portfolio comprised of approximately 12 million square feet of office, critical infrastructure, and warehouse space in more than 150 locations domestically. He oversees all aspects of real property asset management, real estate, space management, operations and maintenance, construction and alterations, other technical support services, management of several heritage properties, including the Diplomatic Reception Rooms and Blair House. A/OPR provides interpreting and translation services in over 40 languages for the President, Vice President, and other Cabinet level officials; supports and guides 193 international schools; manages the U.S. government-wide allowances and differential rates program under the Department of State Standardized Regulations (DSSR); and oversees the Offices of General Services Management, Commissary and Recreation and Overseas Schools. Keith, a member of the Department’s Senior Foreign Service, joined the Department in 1995 and most recently held the title of Director of the Office of Facility Management (FAC) in the Bureau of Overseas Buildings Operations (OBO). Keith previously served as Facility Manager at U. S. Embassies in San Salvador, Guatemala City, Managua, Brasilia, Vienna, Baghdad, London, and Kabul. His career has allowed him to experience diverse living and working environments, overcoming challenges, and maximizing opportunities to support the Department’s diplomatic mission. Throughout his career, Keith has been actively involved in welfare issues that support American families and Locally Engaged Staff at post. He has served on school boards, housing boards, employee associations and most recently as a member for the American Foreign Service Association (AFSA) Governing Board. He has received numerous Department awards throughout his career including being recognized as the Department’s Facility Manager of the Year in 2011. Keith received his B.S. (Civil Engineering) from Lafayette College and is a Certified Plant Engineer (CPE). Before joining the Department, Keith worked for Turner Construction Company in Boston and for Columbia University’s Graduate School of Journalism in its Media and Society Seminars program in New York City. He also served as a Peace Corps volunteer in the Solomon Islands working as the sole engineer for the Honiara Town Council.
