Lesley Ziman

Lesley C. Ziman, a career member of the Senior Executive Service, serves as Deputy Assistant Secretary in the Bureau of International Narcotics and Law Enforcement (INL), leading the Executive and Knowledge Management Offices. In this capacity she oversees the design, coordination, implementation, and results of over $5 billion in foreign assistance programs to combat international narcotics and transnational crime.  Most recently, she served as INL’s Executive Director.

Prior to joining the INL, Lesley served as a Deputy Assistant Secretary in the Bureau of Population, Refugees, and Migration, overseeing the Offices of Assistance Programs for Europe, Central Asia, and the Americas; Policy and Resource Planning; and the Comptroller.  Lesley also served as the Deputy Director in the Office of Foreign Assistance (F) coordinating the allocation of more than $35 billion in foreign assistance resources for the Department and USAID. Ms. Ziman joined F when it was established in 2006 and served in various positions across the organization. Lesley also worked in the Bureau of Near Eastern Affairs and the Bureau of Resource Management.

She joined the Department in 2002 as a Presidential Management Fellow. Ms. Ziman holds a B.A. in Middle East Studies from the George Washington University and a Masters in Public Policy from the University of Maryland.
