Lowell H. Schwartz, Ph.D., joined the Bureau of International Security and Nonproliferation in January 2024. He currently serves as the Deputy Assistant Secretary for Nonproliferation Policy, with a focus on multilateral nuclear and security affairs, including the International Atomic Energy Agency and international nuclear safeguards; international cooperation regarding nuclear energy, safety, and security; and policy aspects of biological weapons nonproliferation.

Prior to this position Dr. Schwartz served as a Senior Professional Staff Member for the U.S. Senate Committee on Foreign Relations. For the committee, Dr. Schwartz provided guidance and expertise on all issues related to arms control, nonproliferation, and international security. He also co-directed a committee study team that produced reports examining critical foreign policy issues.  

From 2000-2013, Dr. Schwartz was a political scientist at the RAND Corporation where co-authored fifteen RAND studies on a wide variety of national security topics. Schwartz received his Ph.D. from the War Studies Department of Kings College, London. He also received a Master of Arts in International Affairs and International Economics from Johns Hopkins University, School of Advanced International Studies (SAIS), and a Bachelor of Science in Economics and History from the University of Wisconsin-Madison.
