As Managing Director of the Policy and Global Presence (PGP) directorate, Mr. Huang leads policy analysts and subject matter experts in guiding and supporting the Department’s strategic management efforts, from concept to policy development and oversight. Ongoing areas of responsibility include support for the Accountability Review Board and process, the ICASS Executive Board, OIG and GAO responses, the Enterprise Governance Board, enterprise wide management policy initiatives, and subject matter expertise for chief of mission and overseas presence topics.

A career member of the Foreign Service, Mr. Huang brings diverse experience to the Department’s strategic management policy efforts. He has served overseas in management roles in Afghanistan, NATO Headquarters (Brussels), Indonesia, Belize, and Thailand; and domestically with the Bureau of East Asian and Pacific Affairs and the Bureau of Overseas Buildings Operations. Prior to joining the Foreign Service, Mr. Huang advised federal agencies including the US Navy, HHS, and HUD as a third party business consultant based in Washington DC.

He is a former Peace Corps Volunteer to Mongolia and holds an MSFS from Georgetown University and a BA in Political Science from UC San Diego. He is a recipient of the Department’s Superior and Meritorious Honor Awards and the Department of Army’s Public Service Commendation Medal.
