CANDIDATE:      Roxanne Cabral

Roxanne Cabral, a career member of the Senior Foreign Service, class of Minister-Counselor, has served as Deputy Chief of Mission and Charge d’Affaires at the U.S. Embassy in Panama since 2017.  Previously, she was Director of the Office of Policy, Planning and Resources in the Office of the Under Secretary for Public Diplomacy and Public Affairs in the Department of State, Washington, D.C. (2015-2017).  During 20 years in the Foreign Service, serving on three continents, Ms. Cabral has strengthened the U.S. government’s ability to connect with local citizens and to explain U.S. foreign and economic policy.

Ms. Cabral served as Public Affairs Officer at the U.S. Consulate General in Guangzhou, China (2010-2013), and the U.S. Embassy in Tirana, Albania (2004-2006), and in the Office of South-Central Europe in the Bureau of European and Eurasian Affairs at the Department of State in Washington.  She was a general services officer at the U.S. Embassy in Mexico City (2001-2003) and an economic officer at the U.S. Embassy in Kyiv, Ukraine (1998-2000).  Her demonstrated ability to work with opinion leaders and ordinary citizens, even in places where the local population viewed the United States with suspicion, and her strong reputation for effective leadership and professional development of her teams, make her an excellent candidate for U.S. Ambassador to the Marshall Islands.

Ms. Cabral has a B.A. from Vanderbilt University in Nashville, Tennessee, and a Master of Public Health from Johns Hopkins University in Baltimore, Maryland.  She speaks Spanish and Chinese.
