Cantor Carmen Cantor is a career member of the Senior Executive Service, and has served as Director, Civil Service Human Resource Management at the Department of State, Washington, D.C. since 2016. She previously served as the Executive Director of the Bureau of Educational and Cultural Affairs and the Bureau of Information Programs at the Department of State (2013 – 2016) and prior to that as the Executive Director of the Department’s Bureau of Counterterrorism (2011 – 2013). She has served as well in executive leadership positions at the Department of Agriculture and the Federal Maritime Commission and has considerable experience in the areas of in civil rights, and equal opportunity in the workplace. Her distinguished record as a leader, as a manager, and as an advocate for creating a productive, respectful, and equitable working environment, make her an excellent candidate to serve as U.S. Ambassador to the Federated States of Micronesia. Among Ms. Cantor’s other positions she was the Deputy Director, Human Resources (Recruitment, Examination and Employment) for the State Department (2009 -2011), Director of the Office of Civil Rights for the Foreign Agricultural Service, U.S. Department of Agriculture, Washington, D.C. (2007 – 2009) and Director of the Office of Equal Employment Opportunity at the Federal Maritime Commission, Washington, D.C. (2005 – 2007). Earlier in her career she held a variety of human resource positions in the U.S. Postal Service in Puerto Rico, Florida, and Washington D.C and then served as a Human Resource Specialist and subsequently as an Equal Employment Specialist at the Department of State. Ms. Cantor earned her B.A. from the University of Puerto Rico, Mayaquez (1989) and her M.A. from the Inter-American University of Puerto Rico, San Juan (1993). She also was awarded a Certificate in International Migration Studies from the Georgetown University School of Continuing Studies in 2017. Ms Cantor is the recipient of numerous senior State Department Awards and is fluent in Spanish.
