Foreign Emergency Support Team (FEST)

The FEST is the U.S. government’s only interagency, on-call, short-notice team that can rapidly respond to critical incidents worldwide.

The Antiterrorism Assistance (ATA) program provides U.S. government antiterrorism training and equipment to law enforcement agencies of partner nations throughout the world.

Overseas Security Advisory Council (OSAC)

Created in 1985, the Overseas Security Advisory Council (OSAC) promotes security cooperation between the State Department and U.S. private sector interests around the world.

DSS runs a robust counterintelligence program designed to deter, detect, and neutralize the efforts of foreign intelligence services targeting State Department personnel, facilities, and diplomatic missions worldwide.

Cyber Threat and Investigations

DSS’s Cyber Threat and Investigations office enhances the State Department’s cyber security and investigative programs.

Rewards for Justice

The 1984 Act to Combat International Terrorism established Rewards for Justice (RFJ), the State Department’s counterterrorism rewards program. DSS administers the program, and RFJ’s goal is to bring international terrorists to justice, identify and locate key terrorist leaders, disrupt terrorist financing, and prevent terrorist incidents against U.S. persons or property.
