The Office of Development Finance (ODF) fosters economic development around the world and promotes the prosperity of the United States by developing new markets overseas, supporting export opportunities, and strengthening U.S. international economic ties.

We provide support to the U.S. Export Import Bank (EXIM)  and Trade and Development Agency (TDA)  in their missions to promote U.S. exports and create U.S. jobs. We work closely with the Office of Investment Affairs to assist the U.S. International Development Finance Corporation (DFC), the board of which is chaired by the Secretary of State.

Our office informs U.S. government positions on policies and projects advanced at the World Bank (WB) , Asian Development Bank (ADB) , Inter-American Development Bank (IDB) , African Development Bank (AfDB) , and European Bank for Reconstruction and Development (EBRD)  policies and projects. We are the State Department’s liaison to the Millennium Challenge Corporation (MCC) , a specialized U.S. government foreign assistance agency governed by a Board of Directors and chaired by the Secretary of State.

ODF engages in the formulation of overall development policy at fora such as the United Nations, G-20, G-7, and Organization for Economic Co-operation and Development (OECD) . We coordinate international support for reconstruction and development in areas recovering from armed conflict or natural disaster.

ODF supports the Department of State’s participation in the Blue Dot Network.  ODF also leads the inter-agency Infrastructure Transaction and Assistance Network (ITAN) [6 MB] to advance the economic pillar of the Indo-Pacific Strategy.  Together with USAID, we support the Transaction Advisory Fund as part of the ITAN initiative.
