Fisher Julie D. Fisher, a career member of the Senior Foreign Service, class of Counselor, currently serves as Deputy Assistant Secretary for Western Europe and the European Union in the State Department’s Bureau of European and Eurasian Affairs. She also, on a temporary basis pending the arrival of a new Ambassador, served as the Chargé d’Affaires a.i. of the U.S. Embassy in Russia. Previously, Ms. Fisher was the Deputy Chief of Mission of the U.S. Mission to NATO, in Belgium. In Washington she was the Chief of Staff to the State Department’s Deputy Secretary for Management and Resources and the Director of the State Department Operations Center. Her success in these senior leadership roles, her considerable experience in the realms of both policy and operations, and her extensive knowledge of Russia and the states in the region, make her an excellent candidate to be the U.S. Ambassador to the Republic of Belarus. Earlier in her career, Ms. Fisher was Deputy Director of the Private Office of the Secretary General of NATO and, prior to that, Counselor for Political and Economic Affairs at the U.S. Embassy in Tbilisi, Georgia. In Washington, Ms. Fisher was a Deputy Executive Secretary at the National Security Council, did long-term training as a graduate student at the Woodrow Wilson School at Princeton, and was the desk officer for Georgia in the State Department. She was also a Staff officer in the State Department’s Executive Secretariat and a desk officer for Morocco and the Western Sahara. She had early assignments as a political officer at Embassy Moscow and as a consular and political officer at the U.S. Embassy in Kyiv, Ukraine. Ms. Fisher earned her B.A. degree from the University of North Carolina at Chapel Hill and an M.P.P. from Princeton University. She is the recipient of numerous State Department awards. Her foreign languages are Russian, French and Georgian.
