Maikel Jose Moreno Perez is currently the President of the Supreme Tribunal of Justice in Venezuela, a position similar to the Chief Justice of the Supreme Court in the United States.  Moreno has been in this position since February of 2017.  Prior to this position, Moreno served in various roles in the Venezuelan judiciary, including as head of the criminal division of Venezuela’s highest court.

Moreno Perez, over the last several years in his position as the President of the Supreme Tribunal of Justice in Venezuela has personally received money or property as bribery payments to influence the outcome of civil and criminal cases in Venezuela. Moreno Perez received the bribes in exchange for judicial actions in over 20 judicial cases, such as directing lower-court judges to release specific defendants or to dismiss particular cases.

In May 2017 Moreno Perez was designated by the U.S Department of the Treasury’s Office of Foreign Asset Controls (OFAC) as a Specially Designated National (SDN) pursuant to Executive Order 13692 regarding Venezuela.  OFAC took this action after the Venezuelan Supreme Tribunal of Justice made a series of rulings that stripped away authority from the elected Venezuelan legislature.

Moreno Perez was charged on March 12, 2020 in the Southern District of Florida via a criminal complaint with the offenses of money laundering and engaging in monetary transactions in property derived from specified unlawful activity in violations of Title 18, United States Code, Sections 1956(h) and Title 18, United States Code, Section 1957.

The U.S. Department of State is offering a  reward of up to $5 million for information leading to the arrest and/or conviction of Maikel Jose Moreno Perez for participating in transnational organized crime.
