Jose Rodolfo Villarreal Hernandez has been a high-ranking member of the Beltran-Leyva Organization (BLO) Drug Cartel with specific responsibility for maintaining control of the San Pedro Garza Garcia/Monterrey Plazas. In this role, Villarreal oversees an organization responsible for the
importation of cocaine and marijuana into the United States, as well as committing violent acts within the Republic of Mexico and the United States to maintain his organization’s power and status. Villarreal is currently charged in the United States for his role in directing a cartel-related murder-for-hire of a Mexican defense attorney in the Dallas suburb of Southlake, Texas, in 2013.

An FBI investigation resulted in charges against three individuals who stalked the victim attorney using surveillance equipment, leading to the homicide. Two of them were arrested as they entered the United States from Mexico in September 2014. The third individual, who resided in Texas, was arrested shortly thereafter at his Texas residence.

On September 10, 2014, the above three individuals, along with Villarreal Hernandez and two other co-conspirators, were charged via indictment in the Norther District of Texas (NDTX) for conspiracy to commit murder for hire and interstate stalking.

One of the subjects pled guilty prior to trial and provided testimony at the April/May 2016 trial of the other two subjects. Both were subsequently convicted. Testimony provided at trial revealed the order to kill the victim attorney came from Villarreal Hernandez. Villarreal had hired the three arrested subjects mentioned above to locate and track the victim for assassination
