Kamchybek Kolbaev is the leader of a transnational criminal organization in the Kyrgyz Republic, and according to the Kyrgyz Republic’s Ministry of Internal Affairs, on April 23, 2008, he was crowned a “thief-in-law” by Russian organized crime leaders, signifying his recognition as a top Eurasian crime boss in Moscow.

On June 1, 2011, President Obama designated Kolbaev as a significant foreign narcotics trafficker under the Foreign Narcotics Kingpin Designation Act. The act seeks to deny significant foreign narcotics traffickers, like Kolbaev, access to the U.S. financial system and to prohibit all trade and transactions between Kolbaev and his organization and U.S. companies and individuals.  In addition to seeking information leading to his arrest and conviction for participating in transnational organized crime, this increased reward offer seeks to solicit information to identify any assets of Kolbaev and his organization which could be blocked under the Act.

Kolbaev was originally designated as a target of the State Department’s Transnational Organized Crime Rewards Program (TOCRP) on May 29, 2014 with a reward of up to $5 million.

The U.S. Department of State is now offering a REWARD OF UP TO $5 MILLION for information leading to the arrest and/or conviction of Kamchybek Kolbaev.
