HomeBureau of Diplomatic Security ...Law Enforcement Officers Safety Act (LEOSA) Photographic Identification Cards hide Law Enforcement Officers Safety Act (LEOSA) Photographic Identification Cards December 21, 2021 The Law Enforcement Officers Safety Act of 2004 (LEOSA) exempts a “qualified retired law enforcement officer” carrying statutorily required identification, such as a DSS LEOSA photographic identification card, from most state and local laws prohibiting the carriage of concealed firearms, subject to certain restrictions and exceptions. How To Apply Qualified retired or separated DSS special agents may apply for a LEOSA photographic identification card by completing the application linked below. Applications for currently retired or separated agents will be accepted between January 1 and December 31, 2022. After that, applications must be submitted within 60 days of resignation or retirement.
